Sludge Management Upgrade: Osseo, WI

A new wastewater treatment facility is being constructed for the City of Osseo. In a recent article from WEAU 13 News, "the city received funding from the U.S. Department of Agriculture in the amount of $7.1 million for a new wastewater treatment facility. In June 2023, USDA Rural Development approved a loan of $6.3 million and a grant of $850,000 dollars it will be used to provide additional financing due to increased project bid costs. Construction of the wastewater treatment facility is currently underway and is tentatively scheduled for completion in October 2024."

Since 2019, the ICS Group has been assisting Short Elliot Hendrickson, Inc. (SEH) with vetting wastewater process equipment for the new Osseo Wastewater Treatment Facility. Two main focuses at the new facility were sludge dewatering and biosolids drying equipment. Our team offered our solutions, scheduled presentations and site visits, and conducted onsite pilots as requested by the customer.



The Osseo Wastewater Treatment Facility expressed interest in finding the most efficient dewatering system to replace their aging belt filter press, lowering utility costs, and finding a reliable and fully automated press.



Sludge Dewatering


In April 2019, SEH expressed interested in piloting the Process Wastewater Technologies (PWTech) Volute Dewatering Press at the current Osseo wastewater facility. In October 2020, the PWTech service team arrived at the Osseo facility to conduct the weeklong pilot. During the pilot, the PWTech team provided a summary of results:

  • A mix of anaerobic digested primary and waste activated sludge were tested on the PWTech Volute Dewatering Press pilot.

  • Volute Press was able to produce cake solids as dry as 22.8%, significantly drier than the ~17% from the belt filter press.

  • The Volute Press consistently high solids capture performance, achieving results as high as 98.4%

  • Low power usage, low wash water usage, and ease of operation were all demonstrated to the plant staff.




Once Osseo determined they wanted to move forward with PWTech, our team provided proposals on various sized PWTech equipment. The proposals explained modified loading, run times, and sizing based on coordination with the dryer. The PWTech engineering team also provided updated CAD drawings for 22 hour “runs” showing the ideal scenario would be to fill a receptacle (dump-bin or truck) in the 22 hours and then change it out for an empty receptacle for the next 22 hour run (or multiples of 22 hours). Conveyor arrangements were also coordinated with PWTech.


Biosolids Drying


In April 2021, Shincci-USA was engaged to provide sizing options based on design conditions at the Osseo facility. In June 2022, Osseo and the engineer visited Marinette installation to tour the facility, learn about the Shincci-USA technology, and discuss the equipment with the Marinette team.
